I would have told my student to drop the stick, and do a pulley move to stop the horse immediately. He clearly is an inexperienced rider.

Hard to see from this angle, but I think what happened is he dropped his “broomstick” and it spooked the poor horse.

That cop had absolutely no control of that horse. Being around horses and riding/training for 3+ decades, I can tell you that the majority of horses have no intention of hurting you. Now if they get spooked all bets are off and they need to get “out of there” and they will accidentally mow you down.
