yes it is! hypothetical: you haven’t voted yet but you know what everyone else’s vote is: Cuomo: 100 votes Zohran: 70 (10 votes to Cuomo, 45 to Adams, 15 drop off) Adams: 70 (20 votes to Cuomo, 35 to Zohran, 15 drop off) If you rank Zohran>Adams, Cuomo wins. if you rank Adams>zohran, Adams wins.

Uh… that’s not how it works. Say Adams gets 80% of Zohran votes but Zohran only gets 60% of Adams votes in the final round. you’d wanna rank Adams higher to boost her chance of making the final round
