Both! For example why dl > dt doesn’t work in every screen reader and browser. Or why aria-description or aria-errormessage is not widely supported.

Yes and no. It will announce the translation after a short pause after the label eg “hello [pause] olá”. Why not replacing the aria-describedby by aria-label with the translation? Or replacing the original content?
