I think it's not only that he doesn't understand, he doesn't even attempt to. He fully believes that he's the greatest president ever and either he would directly have prevented it, or Putin would never dare in the first place. The 'how' and the 'why' don't come into it.

I remember being sceptical when this one was announced, and I've become wary of trailers that look good because they often lead to disappointment. But saw it this evening and it was very enjoyable.
