The question is not what Marty thinks--it's whether Congress is willing to assert itself, rather than abdicate its constitutional role. Sometimes even a clot of spineless maggots is willing to stand its ground.

“War in the constitutional sense” has been understood to include the following: force is directed at a large nation (which has threatened all-out war); exposure of U.S. forces in the region to attack; and the potential that the use of force would not be limited. That fits the Iran scenario!
