So you can either have them match in time or have them do what is called a "route step" more relaxed out of sync marching. It was clearly a route step. They could have marched in step but for whatever reason they didn't. Every other ceremony is done that way

As someone who was in the Army, they look like this because we don't have anything that is equivalent to the "goose step." We do have regular 30 inch step marching which could have been done which is way more crisp. But honestly, I doubt those soldiers wanted to be there.
