"Just hire more people" can also be tricky. First, that costs real money (or equity), which is also a limited resource, especially for small company. Second, new people require training, on-boarding and time to get them up to speed - so we need to pull some "time" budget away from features.

If we wanted to afford it, we'd have to cut costs (alloted time) elsewhere - meaning something else will now go unaddressed for a while. 90 % of the time that's the main/only reason why we're not working on something - we don't have enough "budget" for it right now - it's being spent elsewhere.
