I can't get them to enforce the posted no parking on the public streets, so we have people living in their cars, leaving their trash and feces. At least in my HOA we can address issues on our priority and on our timeline.

Have you even worked with city departments? We have a drainage canal on our private property that runs under a public street. Homeless people camp out under the street and leave their trash. I cannot get the city to come clean it out.

That is ridiculous. I own a home in an HOA, it is paid off, and it is mine. Yes, I maintain it to the CC&Rs, but if I was not in an HOA, I would maintain it to the city code, so what's the difference?
