No country has open borders. If you go to Caribbean countries you will need a passport unless it’s a US territory or come via cruise ship which has your info on file & that’s probably given to the ports. There are countries that have “agreements” similar to what the US, Mexico & Canada use to have.

Leviticus is Old Testament and part of the Torah. All sin is washed away by Jesus, there is no need for human or animal sacrifice. The Old Testament has some interesting stories and provides some context and back stories but not none of it is overly relevant with anything to do with salvation.

Understand the context and read the rest of the chapter. Matthew 19:21 is about a rich man who asked how to get to heaven. Jesus points out how hard it is for rich people to get heaven because many (not all) worship money not God.
