No one wants refineries in their back yard. Mainly because they can catch fire or even explode and they smell, a lot. So they’ve taken to put refineries in remote locations and transport the end product via rail, truck or pipeline to the end consumer.

Yes. They have 2 types of warrants, 1st is a judicial warrant that requires a judge’s signature - required for entering private property, the 2nd is an administrative warrant that the agency can issue without a court and can be used in public places.

Felonies require a grand jury, though they can charge with a complaint, it must be followed with an indictment (think no more than 20 days) or it is dismissed with prejudice. Misdemeanors do not. Either way, this is weaker than the trespass case.
