The Democrats have been pitching "this but maybe slightly better" for decades and there's a reason people voted for change. Most are tired (and many were convinced they were tired via far right marketing) of the status quo. There needs to be a bold and simply communicated vision

This is not me saying: people won’t die if USAID is immediately stopped. The US has made it a globally necessary organization. This is me saying pay attention to what they are fighting like hell about and what they are not. It’s also me saying our goals should be to make it unnecessary.

Two things: the Republicans can just end the 60 vote rule. Even if it's not legal, it's not part of the Constitution, SCOTUS complicit. The other part is they don't want to get arrested or killed if Trump goes that far.
But the real answer is they'll fund primary challengers to those that stand up.
