In NZ fines are based on how much over the limit you are going.
If you are caught by a police officer you will get demerit points on your licence as well as a fine. If by camera, only the fine.

Sadly, this is not just in the US. Kids ability to retain focus has noticeably reduced over the past 10+ years. Any shortcuts they can take, they do. My year 4/5 kids are much less able in this regard than those I had 10-15 years ago and this applies to all year levels.
