Very silly. My friend was piloting this and played a bunch of Propaganda stax to discourage attacking and grouphugged a lot. He used the card draw and grouphug tutors to get everything on the board.
I'd say it's vulnerable to exile in commander since one pony removed breaks your win condition

please reconsider the transfusion changes. this will force anyone who wants to heal to take staff, eliminating a weapon swap from anyone who wants to run a celestial build.
staff is awful damage for condi builds and forces me to drop either warhorn or torch. feels awful to consider :\
