I have been hosting a trucking show for over a decade. The only way I convinced quality authors to come on my show is that other writers and their publicists tell more writers that I read their books.
People can tell when you haven't. No matter how much praise you heap upon them, they can tell.

I am normally not in favor of more law enforcement, but I would get behind Corruption Marshalls. They could monitor the bribes, issue a warning when the limit is approached, and then go into Judge Dredd mode when the number is exceeded.
