That is a good question. I would assume no - since expectation to relocate isn't in the job description or employment contract - but the one time this happened to me they bought us out with severance as it was a layoff anyway when we said we wouldn't relocate, so it was moot.

Don't quit. Make them fire you and avail yourself of your unemployment insurance. Do start looking for new work though; if your search beats them, great.
If not, get every fucking penny you're due in the meantime.
