You can't tell undercovers based on the clothes alone.
The preceeding behaviors, taken together, are good signs.
They'll often carry a backpack to keep a "silhouette change" ready.
They'll disappear off the main street and then pop bac up 10 minutes later in a different spot.
They sit a lot.

Look for:
- Loose pairs of two
- Does not interact or chant
- Stays at edge of crowd but moves around
- Keeps their back to a wall or stands in doorways
