Once fingerprinted, FBI's NCIC and NGI databases had permanent records for these students. This story proves that DHS is correlating their data with FBI data without analyzing it. For DHS, just being in NCIC is the context that establishes their desired pretext: you're a national security threat.

Pro tip for estimating crowd sizes: 1. determine the approximate square footage of space taken up by the crowd (using google earth’s measurement tools, for example) 2. is it packed? divide by 2.5 3. crowded but allowing for comfortable movement? divide by 5 instead 4. you have your answer
