Nah, the Baofengs (I have a few, <$20) aren't encrypted.
But LEOs aren't generally using them, and the military certainly isn't.
Even unsecure comms can be effective in a dynamic situation, most civilians have no clue what experienced operators are saying.

Should such an amendment pass through the entire process, it would supercede the 1A, just as the 21st superceded the 18th.

I left the American Legion when my local post "honored" a UPS driver for assaulting a flag-burning protester nearby. I saluted the flag, served under it, etc....and I support folks' Right to burn it should they so choose.

Under our current Constitution, SCOTUS has ruled flag burning to fall under 1A protected speech.
What the crazy lady is proposing is to amend the Constitution to prohibit flag burning. Such an amendment has been proposed numerous times since the Eichman decision.
