Inspired by the discussion, I've resolved to study wartime journalism, so I can be better informed. I made a stab in the dark, and ordered Stuart Allan's "Reporting War: Journalism in Wartime". If you're aware of any other texts that could help, I'm open to guidance.

The only way I could imagine this happening is that the reporter was given access by ICE, and that further access would depend on a report that cleaved to ICE's narrative. It made me think to the opening days of the Iraq invasion, when "embedded" press were given access by the military. ...
