It's going to come down to hyper local networks to raise money for the gaps created by the loss of federal money. Some areas will be more successful than others. Mutual aid networks within state boundaries could work with formal oversight and transparent exchange/donors.

Federal spending accounts for 23-25% of the GDP. Eliminating most of it is going to have some impact. Adding chaos and tariffs will do the rest. This is just the beginning. By the end of the year that crater that was the US economy will be big enough to see from space.

Because Congress is filled with greedy lackeys willing to make a buck off of the chaos. They will gut Medicaid and destroy other Federal funding programs eliminating a vital tool for economic stability and growth. The effect on the GDP will be huge. The GOP creates another crisis because they can.
