I know they were created by folks with deep CSS experience, but the audience for most of these tools are people who want to “fix” what they deem “broken” in CSS.

Seconded; this is a problem with moving from one programming idiom to another in general. I've watched many programmers try to "fix" languages by making them resemble more familiar tools (which is how we got CSS-in-JS, Typescript) instead of changing their assumptions.

There are settings for this in the Settings app! I think the default is disappearing scroll bars with trackpads and mice that also accept touch gestures, but always on with standard mice / trackballs.
