I checked it out and find it weird partly because the opening is just not hard to parse on a sentence level but also because it’s an oddly designed study. The “meaning” of the opening is really just giving a vibe more than any specific information.

The really crack-brained thing to me is that congressmen going to ICE facilities isn't actually a stunt. We have no idea what's going on in these places and Congress in theory has the power to inspect them.
