Why is there any question. Our national government is broken. If the President were to inappropriately declare martial law it is up to States protect the rights of their citizens under each States' constitution. It's called joint sovereignty.

Not quite all the guardrails. We still have sovereign States which predate the national government, and in fact are the authors and the ultimate adjudicators of the US Constitution if the national government is broken. Each State has responsibilities to protect the rights of its' citizens.
