The bill you are calling about is actually S.1671, or "A bill to define "obscenity" for purposes of the Communications Act of 1934, and for other purposes." I got the number wrong because this is like the 3rd time this senator has tried this and S.5260 was the 2022 version

I believe usernames that are inactive are eventually recycled unless they were partnered at any point.
I remember reading a comment somewhere about 3rd party monitoring that notified when a user name became available, but can't remember the name

It's so frustrating. Unity is where I feel comfortable, like I'm finally at the place where I can finish a commercial game. The idea of switching away from unity makes me sick :(
