I think it’s part of everyone’s training, but it’s not a regular practice of say…being a drone operator, or working in requisitions.

I don’t think it’s malicious compliance, but I also think they don’t “march in step” as a part of their jobs, and weren’t about to go the extra mile for this nonsense.
If Trump wanted a fancy show parade, they should have practiced before hand.

I was referring to the “make them come to us, then vanish to another spot.” That strategy is potentially countered by kettling, so it would be something to watch out for.
