Ah yes, the famous gap between the existence of rights and the enforcement of rights. I hope the new Danish law will not rely on legal action by individuals for enforcement and will be backed by some kind of state body (see, e.g. Information / Privacy Commissions in Europe, Canada etc.).

California certainly has stronger image rights than most (because Hollywood!). Not sure about many whether many other states do... but I am not any kind of legal expert.

Some jurisdictions already have #imagerights, for example, France. The French law is privacy-based, and while it does ban "publishing an edited image of a person without their consent," it doesn't explicitly mention #AI, or #copyright.
