People really overestimate the impact of 'intent' here. The song title is Born in the USA. The chorus has Born in the USA in it. Therefore, it can be a song to be played at patriotic events or Fourth of July.

Like hearing Hallelujah in church: It's got Hallelujah in the name and you sing that word in it. Yes lyrically it's not a Christian or indeed a religious song but those two words and here we are. I really think Like A Virgin ends up heard in a church sometime soon because the word prayer is in there

I mean I imagine a little bit. What makes Canadians different from Americans, when you get down to it? I am sure one could list many things about their comparative histories but the most obvious and readily understood is the Canadians kept their relationship to the British Crown.
