It was pretty obvious last year that a lot of pensioners who need the Winter Fuel Allowance were going to fall through the net. Eligibility for Pension Credit was never enough for entitlement WFA. Must have had his arm twisted, so to speak.

Yes, Rwanda is the third country. Starmer's scheme returns them to their country of origin if its found they've no grounds for asylum in the UK. For example aren't being persecuted in their own country.

I'm all for rejoining and feel it was madness to leave the EU in the first place. But your comparison of the gap in income between the UK and Germany is flawed. It was 2020 when we actually left the EU, so surely Brexit had no influence on the increased gap at that time.
