Part of the problem is cuts to Medicaid. Due to Automatic Sequestration rules passed by the Republican controlled Congress during the Obama Admin, raising the deficit too much means automatic cuts to Medicare too. Raising the deficit is part of the GOP OBBB plan to cut healthcare for the needy.
