本件についてはアライアスも含めていずれもハッキリしないんだよな。予算と直接関係せず、予算委員会でも取り上げるべきでない法案はバイアド・ルールによってはじかれるという論もあるが、これは上院のみに適用される。過剰反応は良くないが、誰もしっかり認識しないまま通過していざ訴えたら最高裁が適法判断なんてことになると、あまりにアホなんだが、それがないとも言えない。因みに専門家もあまり触れていないのは予算案だからか？
