騒ぎにならないので長く不思議に思っていたが、トランプが予算案に忍び込ませた行政差し止め有料化法案なんだが、ポポックの説明を聞いてようやく分かったが、要は保証金を積まなければ差し止め費用は予算を裁判所が使えなくする法案で、おそらく民主団体が行う憲法を争うような大型訴訟などは原告側に資金と信用があるのでおそらく問題にはならない可能性が大きい。ただ、過去に遡って一律適用の法案なので、トランプと関係のない個人が起こした膨大な数の訴訟などへの影響がむしろ大きい。言ってみれば裁判所へのトランプの嫌がらせみたいなものだろう。ニューズ・ウィークによれば「何でもいいから法案にとりあえず入れた」、と。
