I lived in poverty until my mid-20s. When I finally got help for depression, the free clinic made me jump through endless hoops just to stay on meds. No warnings, early recerts, no refills until paperwork. I gave up. Not because I didn’t need it - the system is designed to make you give up.

That is the point. The Manchin/Clinton-era means testing and work requirements were never about efficiency. They’re designed to discourage use and shame those who need help. Everyone knows it’s often cheaper to just give aid freely; but then you lose the leverage, the stigma, the control.

I read the article from guardian and the conclusion you have to come to is it was police. Maybe not local police but you can’t buy police specification suvs unless it’s from auction from police or you are police. Was this a 20 year old suv? If not … it was police.
