This will only work if power is systematically devolved back to localities. To reduce fear, all decisions and power should be pushed as far down as reasonably possible, with federal government limited to funding and overall goals. See research by John Bargh. Converted conservatives to liberals.

It will be interesting to see how slowly something can be facilitated. In the normal scheme of things, enough facilitation leads to effectuation. Not here. Every nook and microscopic cranny of possibilities will be facilitated. None of these will actually move any closer to effectuation.

This will be unmitigated national security disaster. No way to lean forward with 90,000 fewer troops. In addition, would never be able to rotate troops if needed, as there would no one available to rotate in. Army Reserve is just not that big. National Guard would take too long to train.
