My experience is that it's just a hard thing to do well. There's no set amount you should be cutting off so there's no magic bullet tool. I like to use a flashlight to see the quick better. Cornstarch works well to stop bleeding. They do make little dremels that can work if your dog isn't too scared

Brad Lander physically put his body on the line to protect a person being targeted by ICE goons, and this was the result. He’s an elected city official and mayoral candidate, but he’s also a good person. If every elected Dem showed that kind of bravery, we’d be in a much different position.

Like I said, let "libs" organize how they want — they got millions of people out on the streets yesterday. But a record-breaking protest is not a victory. It does NOTHING unless there is a plan to harness that energy for something more than donations to the same political class who got us here.
