As I understand it, the “one day” nonsense only stopped a clock that would have automatically required a vote (and only on that specific “emergency.”) Doesn’t prevent them from voting on it voluntarily.
It needs about 70 or so GOP votes... get passage to 290 and if he vetoes it, there will be enough to override. Getting to 67 in the Senate to do the same might actually be an easier climb.

In theory that should be easy since Republicans are more supportive if the non-delegation doctrine, except they actually have no principles and just pretend to when Dems are in power.

It's really unfortunate that Biden wasn't creative enough to declare that tax evasion ($200B+++) by the wealthy and decades of corruption that gave the wealth insane loopholes (trillions) a National Emergency.
Yes. In the rule on the budget resolution, they effectively prevented a vote on this emergency for the rest of this Congress (by saying the rest of this Congress = 1 legislative day, for purposes of the emergencies act). So, is that going to prevail, or not?
