He snubbed the first woman VPOTUS when she was just doing her job.

Maybe. Though it's also possible (I don't know) that he has idiosyncratic religious beliefs. Many Muslims won't make contact with non-familial members of the opposite sex, for instance. They're not being jerks.

The way you handle it absolutely can make you a jerk or not a jerk. I went to law school with Orthodox Jewish men. They wouldn’t shake my hand, but they’d politely greet me regardless. (And there’s no sign that Fischer, a Presbyterian, is married to a man with religious objections to greeting women)

Actually, I had one classmate who would make a huge, uncomfortable deal out of not shaking hands, and I hated it. But I think that stemmed from awkwardness rather than malice.

"Mr. Deb Fischer" acted like he had a stroke. This is his 3rd time doing this, yet, he had to be guided into position. He acted like he didn't quite understand. Maybe everyone is right and he's a jerk, but I lived w/ a stroke victim, and his detached manner fits -- Fischer's politics aside.

Also, he goes out of his way to avoid eye contact with her. If the issue was the cane stymieing the opportunity to shake hands, you could imagine him smiling at her or otherwise signaling that his hand is occupied, but he is happy to make her acquaintance.
