"The Federal Tort Claims Act (FTCA) is a law that allows individuals to sue the United States government for damages caused by the negligent or wrongful acts of its employees."

This only applies in certain situations, but I think this falls under that banner.

P.S. Unless you have had your brain scrambled in the unique way only law school can, your definition of "quick" may vary. The court has to clear various procedural hurdles before it holds a party in contempt and that, in an of itself, can create issues for appeal. So "quick" is a relative term.
