Places that primarily depend on Hydro tend to have relatively cheap electricity. Hhydro is either providing more energy than you need, or you're building other plants to keep up. So this isn't a case of "switching" to renewables, it's a case of having renewables as your cheapest power source.

While dams are major capital projects, the cost can be amortized over centuries. (The oldest dams built specifically for hydro electricity are now about 125 years old, the generators have been changed out, but the dams are still solid.
