And absolutely Detroit has been hollowed out by greedy capitalists. I lived there as it happened, through the actions of republican CEOs, and rampant nepotism and corruption of the city clowncil.
What's your point? Nobody wants to develop it, and the dude that was denied was a foreign investor with no clear plan. Likely, the Packard plant will stay that way until it's demolished; but redevelopment into housing won't be happening now.
