The thing I'm missing though is that even if this is true, it's still "discrimination" by any interpretation of that word, so why would it be defamation to say so?

this bill was intro’d by the same florida state senator who introduced a thing last year called, iirc, a blogger’s bill—which tried to make it punishable for anyone anywhere, even outside of florida, to criticize florida government officials.
this is the next evolution of that.
