This is nuclear safety folks. There is not room to mess up. Musk's ethos is if he fails, no worries, try again. But some things you can't mess up, and over time, govt has gotten good at building "high reliability organizations" for these tasks.

A lot of public work is task specific - i.e. there is not a private market for the skills, and so you need to cultivate them in house. This matters most in high-risk organizations, where you should have redundancy. Don't fire people at random when there are only a handful who know the core tasks.
