Farmers and ranchers get a lot of loans and grants for conservation efforts. If the bros see anything suggesting conservation in a contract they will deny the contract.

Where are the SOPs or management operating procedures for their so-called reviews?

Feds & agencies don’t just review - they have some policy, guideline, rule, SOPs, something to base decisions on so it’s fair, accurate, data-driven, etc. I bet the lawsuits will show there is nothing.
