I had no idea there was so much intrigue involved in our presidential libraries and NARA. It sounds like House of Cards.
Many don't want this stuff aired. NARA formally protested my appointment to House Oversight, as did Rep. Issa, then the Ranking Member.

NARA doesn't really weigh in at the Federal Register, we are our own office with our own legal etc. While I can't speak to this specific thing, it sounds highly unlikely - as long as our legal team OKs something for publication, it's published - OFR does not pick or choose
