HSI's willingness to simply walk away after being given the lawyer's card suggests to me something a bit different than a targeted arrest operation. This may have been part of the reported "Unaccompanied Alien Children Joint Initiative Field Implementation."

Yes, the video does not look like a typical arrest operation.
