Exactly the same as the first time. People with prior orders of removal, that were allowed to stay for humanitarian or diplomatic reasons, and have been checking in with ICE for years, are the low hanging fruit and so get grabbed at check-ins and detained and deported.

There's no reason for them to pay taxes.
No reason to help police, no matter what.
And now no reason to fulfill obligations for staying in the country.
Because if they do any of those, they have an extremely high chance of disappearing.

Cambodia taking them as immigrants was a choice Cambodia made, for its own reasons, but that's not the same as them having a right to return to someplace they've never been & don't speak the language
