Fluoride is excellent in toothpaste bc it acts on the surface of teeth to harden enamel. Eating or drinking it is less use - a bit like swallowing sun cream and expecting it to protect you from UV.
If kennedy-jr came after fluoride toothpaste, I'd worry.

Statistically US dental health has always been lower than UK but visibly on TV and film it looks different because wealthier US citizens have more cosmetic dental work done. It will stil look the same even as US standards get even worse.
