Yep, 100% this. I'd say GRRM did this very well in the books. I hated Theon but hated Ramsey more. I'd find myself wanting Theon to take out Ramsey, but knew someone would have to come along and do away with Theon.
It's extremely hard to do for all these reasons, and you can't control how audiences react. I think people aspire to be powerful like the baddies, but to dampen the power makes them ineffective. I suppose it's just something to keep in mind going forward, not glorifying them to the best we can
