It can be "a description of a nipple" or it can be an explicit fetish video. Legislators use the latter to get it passed
It's become a pretext for censorship.
Because when it comes to enforcement, it can be anything someone in power finds offensive.
Lawsuits, even spurious ones, cost money. They want you to self-censor.
1. Institutional: Plays don't get booked. Books don't get published. Projects don't get funded.
2. Legal CYA: Resources get taken off websites. Books get hidden under counters.
3. Surveillance: Demanding identity before allowing access
It's the US version of Russia's "gay propaganda" law. It's the return of the closet.
