The DOJ claimed that blocking Dellinger's firing and replacement from the Office of Special Counsel would be too "disruptive."

The judge's quip about that in a footnote: "It’s as if the bull in the china shop looked back over his shoulder and said, “What a mess!”"

You're confusing "a" Special Counsel, like Jack Smith was in the two Trump investigations, with the Office of Special Counsel, which is separate. The latter office oversees things like whistleblower protection and federal employee restrictions on political activity.
