To give the NHS a chance of planning to meet any targets from April, govt should get on with publishing what they actually are, £ allocations, & payment rules....

The ridiculously short notice of even 3 months is a good chunk of the reason why the NHS struggles to achieve annual planning ambitions.
The biggest problem is that there’s no upwards accountability. Those who write the plans must take the same accountability as the providers expected to do it.
